Born in 1969 in Moscow. He has higher juridical and military - political education. He has more than 25 years of work experience at top - management positions in international companies.
In 1994 he founded the film company “Narimanfilm” in Baku, Azerbaijan, with offices in Russia, the United Arab Emirates and Poland. The company mainly deals with the production of feature films and documentaries, line production of film projects in the above countries, promotion of Azerbaijani films around the world, and also operates an online cinema (VOD platform) - Azcinemaonline.
In September 2005 he became one of the founding members and member of the “Independent Film-makers’ Association of South Caucasus” (IFA-SC), and later was elected chairman of the board of the above organization.
In 2012, he became one of the founding members and deputy chairman of the “Guild of Producers of the Republic of Azerbaijan”. In July of the same year, he becomes one of the founding members, member of the board and secretary of the Union of Cinematographers of the Republic of Azerbaijan
On August 1, 2018 Nariman Mammadov was awarded the honorary title "Honored Worker of Culture of the Republic of Azerbaijan" by the decree of the President of the Republic of Azerbaijan.
Founder of “Salam International Youth Film Festival” which is founded on May 1st, 2019.
On 27th November, 2020 was awarded the Global Film Festival Noida international award "For Excellence in Cinema".
On 19th October, 2021 he became the chairman of the “Guild of Producers of the Republic of Azerbaijan”.

Born in 1972. Ilgar Safat is a film director, poet and rock-singer.
Safat graduated from the Faculty of Russian Language and Literature of the Azerbaijan Pedagogical University in 1995. Between 1995 and 2000, his works were published in several newspapers and literary magazines in Baku. Safat has also appeared on various stages in Baku and Moscow to perform his own songs (he has written about a hundred songs). In 2002, he graduated from the Higher Courses of Script-writers and Film Directors in Moscow, where he studied in the studio of Khotinenko, following which he directed “The Grandson of the Mountains” - which for several years has represented Azerbaijan in many European cities. After his studies in Moscow, Safat worked as a film director at the Far Eastern Newsreel Studio in Khabarovsk for a year and a half.
In 2003, the Governor of Khabarovsk province awarded Safat a prize for the film “The Roots of the Sky”. This film was shown all over the world, and took part in a number of Russian and international film festivals (including New York, Leipzig, Barcelona, Prague, Augsburg, &c). In Germany, “The Roots of the Sky” was entered in the catalogue of the best ethnographic films, and the film has also been added to the library of the American Museum of Natural History in New York.
The work of Ilgar is a feature film “The Precinct” which was finished at the end of 2010 and was selected by a national committee to represent Azerbaijan at the 83th Annual Academy Awards as the Best Foreign Language Film.
